Seamless tube is made from round bars that we call "steel billets" through hot piercing, while welded tubes are made from steel plates or strips through different welding method, like electric resistant welding.
Generally, seamless tubes can be used for pressure purpose, especially high pressure purpose.
Thanks to the perfect control of size tolerance for plates or strips, Welded tubes have perfect concentricity that we say thickness tolerance. For example, most of the tubes used for roller conveyance are made of ERW tubes because of the perfect concentricity.
